I wrote the PRD and built an offline-first, multi-tenant Progressive Web App that lets citizens of Zambian councils view invoices, pay by mobile money on any of the three national networks, and download receipts. It installs from a QR code, with no app store in the loop. The build is complete; deployment by the client is pending.
