ZICTIA — Zanzibar ICT Infrastructure Master Plan

Zanzibar's ICT infrastructure needed a comprehensive strategic plan to support the islands' digital transformation goals. The existing fiber backbone and data center infrastructure had gaps in network coverage, redundancy, security, and disaster recovery capability.

Without a master plan, the islands risked falling behind in digital government services, economic development, and data security. Critical government and private sector data lacked adequate protection against disruptions, and there was no disaster recovery site to ensure business continuity.

As Project Coordinator under Finsys Tech Solutions, I managed the feasibility study and strategic master plan development over 12-16 weeks.

Current State Assessment: Coordinated evaluation of Zanzibar's entire fiber backbone and data center infrastructure, identifying strengths, weaknesses, and areas requiring improvement. Facilitated stakeholder consultations with government agencies, telecommunications providers, and private sector entities.

Infrastructure Master Plan: Oversaw development of a comprehensive plan covering network redundancy routes, ISP gateways, microwave links, and network coverage for all regions. Included data center specifications with redundancy, power supply, cooling, and security systems.

Disaster Recovery Feasibility: Managed the complete technical, operational, and financial feasibility assessment for establishing a DR site in Pemba Island — including site selection criteria, data center construction specifications, network connectivity, and data replication strategies.

Comprehensive ICT Infrastructure Master Plan delivered covering all regions of Zanzibar — a strategic roadmap for digital infrastructure development.

Detailed disaster recovery site feasibility study for Pemba Island, including architecture designs, technical specifications, and construction plans for a facility meeting international standards.

Network infrastructure optimization recommendations covering fiber backbone, redundancy routes, and coverage expansion strategies.

Cost-benefit analysis and phased implementation timeline with clear milestones. Recommendations for cybersecurity strengthening, data protection compliance, and digital hub development to support economic growth across tourism, trade, education, healthcare, and agriculture.
