Herman Kapange

I'm a Senior Software Engineer and Technology Consultant in Dar es Salaam, Tanzania. My delivery record runs across fintech, agritech and government platforms in East and Southern Africa and, more recently, work for a client in the Caribbean, and most of those systems are still in production today.

I work through two registered companies. Jenga Tech Consulting is my consulting practice: technical advisory, fractional-CTO work and project management. Handisi Digital Solutions Limited is my software company, building vertical SaaS for agriculture and food manufacturing: Farmcore Coop, an operating system for agricultural cooperatives launching first with Tanzania's AMCOS, the country's agricultural marketing cooperative societies (soft-launching November 2026), andProvender, a food-operations platform in production with its first enterprise client, Azures Carib of Barbados.

Several of my largest government engagements (Tanzania Posts Corporation, TTCL, ZICTIA, the National Construction Council and Zanzibar's Ministry of Blue Economy and Fisheries) were delivered as a sub-contracted partner to a prime contractor: first as a senior developer on the prime's team, and since July 2025 as an independent delivery partner through Jenga Tech Consulting. I state that plainly because it's a strength, not a footnote. When a prime contractor keeps bringing the same engineer back for ministry work, that repeat trust is the reference that matters most.

The work is shaped by one constraint set: unreliable connectivity, feature-phone users, tight budgets and demanding regulators. Every system I build is designed for it: offline-first where it has to be, USSD (dial-code menus that run on any phone) where smartphones aren't, and documented well enough to outlast me.
